I think people work to hard to avoid cliche sometimes, but the truth is it rocks in a lot of instances, provided it's used right. I think it shows the mentality a bit better. The young ones are chasing the Stray for a big reward while the old grunts remember back a while, when Strays were more common and they got into scuffles now and then. Heck, there's probably still some hatred for human-like beings among the populace as well but this feels like a city which would really work on greed being a driving force. I can't help but think of a cross between Feist's Korondor and Pratchet's more fantastical, Ank-Morpork. Silly antics and Astray3 seem to go hand in hand. It does seem to be a popular cliche. I immediately recall the recurring old men in the "Cowboy Bebop" anime. Though it certainly has deeper roots than that.
