Every able bodied man was given a weapon to attack the Avalonians at once. They did so in the wall of the palace which makes up that portion of the city. Thousands of them were transformed into things like the "Tainted"/"Faithful" who are holding back the Guard for Emily. Those are probably the lesser affected, who escaped to the surrounding streets. It seems that the city is probably full of much more horribly mutilated "creatures" ranging from the citizens and guard to the larger flying and hopping critters...
